Elevator use management and maintenance rules

In order to make the elevator use management and maintenance form a unified basic requirement that can meet the elevator safety guarantee and normal operation, in order to meet the purpose of regulating elevator use management and maintenance work, the AQSIQ approved on May 8, 2009. The Regulations on the Management and Maintenance of Elevator Use (TSG T5001-2009) was promulgated and will be implemented as of August 1, 2009. Chapter 1 General

Article 1 In order to regulate the use management and routine maintenance of elevators, these rules are formulated in accordance with the Regulations on the Safety Supervision of Special Equipment.

Article 2 These Rules shall apply to the use management and routine maintenance of elevators within the scope of application of the Special Equipment Safety Supervision Regulations.

This rule does not apply to elevators used by individuals or for individual household use.

Article 3 These rules are the basic requirements for the operation of elevator use and daily maintenance (hereinafter referred to as maintenance). Relevant units may, according to the development of science and technology and actual conditions, formulate work requirements higher than the rules to ensure the dimension Guarantee the safety of the elevator.

Chapter II Management

Article 4 The user unit shall strengthen the safety management of the elevator, strictly implement the provisions of the special equipment safety technical specifications (hereinafter referred to as the safety technical specifications), and be responsible for the safety of the elevator.

The use unit shall purchase elevators that meet the safety technical specifications to ensure the necessary investment for the safe operation of the elevators, and it is strictly forbidden to purchase products that have been eliminated by the state.

Article 5 The user unit shall organize the maintenance according to the safety technical specifications of the elevator and the requirements of the product installation and maintenance instructions and the actual use conditions.

The user unit shall entrust the unit (hereinafter referred to as the maintenance unit) that has obtained the corresponding elevator maintenance project license to maintain the maintenance, and sign the maintenance contract with the maintenance unit, and agree on the time limit, requirements and rights and obligations of the two parties. The maintenance contract includes at least the following:

(1) The content and requirements of maintenance; (2) The frequency and duration of maintenance; (3) The rights, obligations and responsibilities of both the maintenance unit and the user.

Article 6 The use unit shall set up the safety management organization of the elevator or the safety management personnel equipped with the elevator. At least one elevator safety management personnel who have obtained the “Special Equipment Operation Personnel Certificate” shall bear corresponding management duties.

Article 7 The user unit shall establish an elevator use and operation safety management system with the post responsibility system as the core according to the actual situation of the unit, and strictly implement it. The safety management system includes at least the following:

(1) Responsibilities of relevant personnel; (2) Safety operation procedures; (3) Daily inspection system; (4) Maintenance system; (5) Periodic inspection system; (6) Elevator key use management system; (7) Operation (8) Emergency rescue plan and emergency rescue exercise system for accidents or accidents; (9) Safety technology file management system.

Article 8 Before the elevator is put into use or within 30 days after being put into use, the user unit shall go through the use registration with the quality and technical supervision department (hereinafter referred to as the registration authority) of the city where the elevator is located. When applying for registration, the following information should be provided:

(1) Organization code certificate or elevator owner's identity card (referred to as personal possession) ID card (1 copy); (2) "Special Equipment Use Registration Form" (in duplicate); (3) Installation supervision and inspection report; (4) Maintenance contracts signed between the use unit and the maintenance unit (original); (5) Elevator safety management personnel, elevator drivers {applicable to elevator drivers equipped in accordance with Article 9(5), etc. Special equipment operator certificate; (6) Safety management system catalogue.

When the maintenance unit is changed, the use unit shall hold the maintenance contract, go to the original registration authority to complete the change procedure within 30 days after the new contract takes effect, and replace the relevant mark of the maintenance unit in the elevator.

The elevator shall be scrapped, and the user shall go through the formalities for cancellation in the original use registration authority within 30 days.

When the elevator is deactivated for more than one year or the decommissioning period crosses one periodic inspection date, the user shall go to the original registration authority for cancellation within 30 days. Before re-enabling, the application shall be completed.

Article 9 The employing unit shall perform the following duties:

(1) Maintaining the emergency alarm device of the elevator can be effectively contacted with the safety management organization or the duty officer at time;

(2) posting a valid "Safety Inspection Qualified" mark in the elevator car or in the obvious position of the entrance and exit;

(3) placing the safety precautions and warning signs used in the elevator in a prominent position that is easy for the passenger to pay attention to;

(4) Marking the name of the management unit, the emergency rescue telephone number and the name of the maintenance unit and its emergency repair and complaint telephone in the prominent position of the elevator;

(5) The elevator provided by the hospital for the use of the patient, the passenger elevator that is directly used for tourism and sightseeing at a speed greater than 2.5 m/s, and the elevator operated by the driver are operated by the certified elevator driver;

(6) Formulating emergency measures and rescue plans for emergencies or accidents, elevators used by schools, kindergartens, airports, stations, hospitals, shopping malls, stadiums, cultural performance venues, exhibition halls, tourist attractions, etc. At least one rescue drill shall be conducted every year. Other users may conduct rescue drills in a timely manner according to the conditions of the unit and the characteristics of the elevators used;

(7) When the elevator is in trouble, take timely measures to appease the passengers and organize the elevator maintenance personnel to carry out the rescue;

(8) When the elevator fails or an abnormal situation occurs, the organization shall conduct a comprehensive inspection to eliminate the hidden danger of the elevator accident before it can be put back into use;

(9) When an elevator accident occurs, organize emergency rescue, evacuation and rescue according to the emergency rescue plan, protect the accident scene, and immediately report the special equipment safety supervision and management department and other relevant departments where the accident is located;

(10) Supervising and cooperating with elevator installation, renovation, maintenance and maintenance work;

(11) Elevator safety education and training for elevator safety management personnel and operators;

(12) In accordance with the requirements of safety technical specifications, timely adopt new safety and energy-saving technologies, transform or upgrade elevators in use, and improve the safety and energy-saving level of elevators in use.

Article 10 The safety management personnel of the use unit shall perform the following duties:

(1) Conduct daily inspections of elevator operations and record the daily use of the elevators;

(2) Formulating and implementing a regular inspection plan for elevators;

(3) Check the safety precautions and warning signs of the elevator to ensure complete and clear;

(4) Properly keep the elevator keys and their safety signs;

(5) If it is found that the hidden danger of the elevator operation accident needs to be stopped, it has the right to make a decision to stop using it, and immediately report to the person in charge of the unit;

(6) Immediately after receiving the fault alarm, rush to the scene and organize the elevator maintenance personnel to carry out the rescue;

(7) Implement supervision over the installation, renovation, maintenance and maintenance of elevators, and sign and confirm the maintenance records of the maintenance units.

Article 11 The use unit shall establish an elevator safety technical file. The security technical file includes at least the following:

(1) "Registration Form for the Use of Special Equipment"; (2) Product technical documents for equipment and its parts and components, safety protection devices; (3) Relevant materials and reports for installation, renovation and major maintenance; (4) Daily inspection and Use status records, maintenance records, annual self-inspection records or reports, emergency rescue drill records; (5) installation, renovation, major maintenance supervision inspection reports, periodic inspection reports; (6) equipment operation failures and accident records.

Daily inspection and use status records, maintenance records, annual self-inspection records or reports, emergency rescue drill records, periodic inspection reports, equipment operation failure records are kept for at least 2 years, and other materials should be stored for a long time.

When using the unit change, the safety technology file should be handed over at random.

Article 12 A periodic inspection shall be carried out annually in the use of an elevator. The use unit shall, in accordance with the requirements of the safety technical specifications, submit a regular inspection application to the special equipment inspection and testing institution one month before the expiration of the inspection period specified in the “Safety Inspection Qualified” mark. Elevators that have not been inspected regularly or fail to pass the inspection shall not continue to be used.

Article 13 Elevator passengers shall abide by the following requirements and use the elevator correctly:

(1) Obey the safety precautions and warning signs of the elevator;

(2) not taking the elevator that is expressly in an abnormal state;

(3) not opening the elevator landing door by non-security means;

(4) not dismantling or destroying the components of the elevator and its ancillary facilities;

(5) Do not ride an elevator that exceeds the rated load, and shall not overload when transporting the goods;

(6) Do not do other acts that endanger the safe operation of the elevator or endanger the safety of others.
